How can I implement the “mesh animation” effect of “Dust II” on my 3D model?

I’m trying to create a 3D model to be used in a 2D game. I was watching one of the videos from Nvidia’s channel called “Holographic Conflicts”, and they did this cool “mesh animation” effect with dust particles that look like air.
I tried it on a 3D model I had made. The particle system I used came from the Epic Games store. I downloaded it to see if it could do it.

However, I cannot find any videos with this effect in the Epic Games store. I would like to know how they did it, and if it is possible to do this in a 3D editor.
