A two-way communication path

The two-way communication path of TCP/COM by TCP is that :

If you connect a COM device to another COM device, you can transmit
and receive data simultaneously
If you connect a COM device to TCP/COM by TCP
directly, it also can send and receive the same data to and from
another COM device
If you connect two COM devices to one TCP/COM by TCP, each COM device sends and receives data from its own COM device.
If you connect one COM device to two TCP/COM by TCP, data is
forwarded in both directions
If you connect two COM devices to one TCP/COM by TCP, data is
forwarded in only one direction

Although TCP by itself is capable to forward communication between devices, for example, between the PIC16F883 microcontroller and the computer. (see “Transmitting Serial Data by TCP/IP”, page 13) you should also use application level protocol to tell the computer which data comes from which communication source.

How does it work:

The device will open outbound communication and enter the COM by TCP communication state.
The application will receive the data and forward it to the computer. The total communication only need a simple code. I am just using the first device PIC16F883 to test the communication. And the microcontroller is connected to the computer by RS232 interface.
