I make this case in a new paper (co-authored with Chad Syverson) that combines empirical analysis with a set of historically informed simulations. In the simulations, we examined the effects of a broad array of policy proposals, including limiting the tax rate on capital income to 25 percent, prohibiting payroll taxes for incomes over $250,000, and a value-added tax on consumption.

Each of these policy approaches would come with substantial political constraints, and some are especially hard to try under current circumstances. But of course one could consider a wide array of approaches over many decades; this paper considers a very simple “bang for the buck.”

Most of our simulations took place in a series of historical “mini-Gilded Ages,” pre-1930, 1960, 1970 and 1980. The last one was the most beneficial to the rich. The first two were quite good for the poor. Our first mini-Gilded Age was a period of large gains in share of income earned by the top 1 percent of families, just as our first case study was the Gilded Age.
