Need recommendations for a good “pro” animator

I have some artwork that I need to have animated. I have a good set of designs and ideas, but would really like someone to take a look at the artwork, see the flow and look for the pieces to match up.
I have worked with Adobe Flash and some other tools to make simple animations, but this is a more complex project and I am just trying to find a person who can take a look at it and give me some feedback.
The animation I need to do is a 12-second story, so there will be about 8-9 basic pieces in there to make it go, but they are all character driven, so I need someone to check if they flow with each other and that the characters are communicating the right things to the audience. I don’t want to do any dialogue, just the characters speaking to each other.
The animations will be used for the backend of a website, so it is critical that they look very professional, but there are no restrictions as to how the actual animation is done. I’m open to using any platform that is easy to use, at the moment I am trying to avoid Flash because it is too limiting. I want to use a platform where I can open them in a really simple way and easily edit them if I want to, but this is a hobby, not a big business.
