Many non-Aleuts in all probability weren’t evacuated due to the demand for protection development employees reflected in the particular exemption of Siems-Drake Company employees. Siems-Drake had contracted to handle most of the protection building work in Alaska for the Navy [83] and, at one point in the course of the battle, it employed nearly 3,000 civilian construction employees in Dutch Harbor. [84] The scarcity of labor was extreme. In August 1942, Admiral Freeman complained to Normal DeWitt that “it has been practically unimaginable . . . to complete work promptly. At Dutch Harbor, it has been unimaginable to maintain even the former low level working power.” [85] The Navy might have been concerned about the labor scarcity and so prevented protection employees from leaving the village. No less than one Aleut, John Yatchmanoff, VÚ EM TIÊN TÔN ĐI Ở RỂ was an employee of the Siems-Drake Firm not evacuated for this reason. The order preventing the evacuation of Siems-Drake staff from Unalaska was issued by the Navy regardless that the staff weren’t employed by the federal government, and the Navy’s accountability was restricted to processing their applications for work permits.
