Donald Trump promised to bolster the military during his State of the Union address, and now he has a chance to start doing so.<\/p>\n
President Donald Trump agreed to allow up to $85 billion in additional defense spending over the next two years in exchange for $1.3 trillion in spending cuts from the rest of the government, according to a senior administration official. Those cuts to mandatory programs like defense, Social Security and Medicare are due to take place by September 30.<\/p>\n
The deal is a win for Trump, as he kept his campaign promise to spend more money on the military, and it also helps Democrats, who want to be seen as standing up to Republican cuts. Republicans are nervous that their cuts would be offset by Democrats, and the deal allows them to say they were standing up to President Obama\u2019s budget.<\/p>\n
The deal was pushed through the Senate early Tuesday morning with the support of Majority Leader Mitch McConnell, in exchange for eliminating the threat of a partial government shutdown over the weekend.<\/p>\n
Under the plan, which will now go to the House for a vote, Trump agreed to spend an additional $18 billion to $20 billion on the military in 2017 and $50 billion to $55 billion for 2018.<\/p>\n
He also committed $26 billion toward missile defense in 2017 and $54 billion toward missile defense for 2018. While no money for those programs is directed to controversial projects like the F-35, a close Senate Republican ally of McConnell predicted that opposition to the cuts could intensify.<\/p>\n
\u201cI think we\u2019ll be able to pass the House,\u201d said Sen. Lindsey Graham of South Carolina. \u201cWe\u2019ll be able to get the Senate bill through. We\u2019re going to need all 47 Republicans to come on board, probably some Democrats as well.\u201d<\/p>\n
The deal exempts military pensions and military pay, and the base Pentagon budget would see a 5 percent increase in discretionary spending for 2017 and a 3.5 percent increase for 2018, with the remaining programs frozen.<\/p>\n
